The City of Dawson Creek has two different budget streams: Capital Budget and Operating Budget. The Capital Budget covers Capital Projects which contribute to the growth and sustainability of Dawson Creek, while the Operating Budget covers day-to-day costs of maintaining the city.
The 2024 Capital Budget was approved at the Regular Meeting of Council on January 29, 2024. With over 90 projects on the board, Staff will be busy wrapping up projects from previous years, starting the design process for others and entering the building phase on many new initiatives.
Upcoming projects or projects underway will be listed below as information becomes available.
Airport Control Tower HVAC |
Update October 2, 2024: Most of the HVAC work is complete on this project. Council has recently approved the addition of direct digital control (DDC) system updates, which are required to finalize this project. This project is estimated to be complete and operational soon. |
Barbaree Park Storm Outfall |
The storm outfall near the creek at Barbaree Park has begun to collapse. The tender for this project closed on July 11, 2024.
Update October 2, 2024: The construction costs for this project were determined to be unfeasible. Staff have brainstormed a new idea and the work is planned to be deferred to the 2025 Capital Budget. |
Calvin Kruk Centre for the Arts KVAC |
The HVAC system in the Calvin Kruk Centre for the Arts was nearing failure and required a full replacement. The project began in August, and the units have been installed. The drywall and T-bar repairs finalized through September. This will improve the overall heating and cooling of this large City asset. |
Dawson Creek Art Gallery Entrance Upgrades |
This project began as a design to improve accessibility when entering the Dawson Creek Art Gallery. Construction is now underway at the Dawson Creek Art Gallery. A temporary entrance has been provided and the building is open during construction. Update July 18, 2024: The vestibule is now framed and sheathed. The next steps include roofing and installing new windows and doors. The completion of this project is expected in August 2024.
Update October 2, 2024: The new entrance roof is completed and new windows and doors will be installed over the next few weeks. The completion of this project is expected to be pushed into later October or early November. |
Decorative Rock Replacement |
The decorative rocks around the leisure pool and swirl pool are not in good shape at the Kenn Borek Aquatic Centre (KBAC). Many of them are disintegrating and in need of repair.
Update October 2, 2024: The project has begun and is being completed during the annual maintenance shutdown of the KBAC facility from August 17, 2024 to October 11, 2024. The facility will reopen on October 12, 2024. |
Kin Arena Sports Flooring |
Sports flooring for the Kin Arena was purchased and is currently being installed. The flooring is designed to be portable, with the intention of installing it each year when the ice is removed in the spring so indoor sports can take place during the summer months.
Update October 2, 2024: The new sport flooring for the Kin Arena was installed in July and tested before it’s removal for the return of ice in August. At the September 9 Meeting, Council approved the temporary testing of the Kin Arena as a “fieldhouse” of sorts. The Kin Arena will house the sport flooring which can accommodate several sports including volleyball, basketball, pickleball, badminton, footsal and more. The second ice surface, in addition to the Memorial Arena, will be the Ovintiv Events Centre (OEC). This is line with Council’s Strategic Priorities and their intention to give the OEC a heavier community-based focus.
The sport flooring is specifically designed for court sports rather than stick sports. It includes the following sport lines: • Three volleyball courts • Eight pickleball courts • One basketball court • Eight badminton courts • Two futsal (indoor soccer) courts |
Kin Park Multi-Use Outdoor Courts |
The new multi-use outdoor court facility in Kin Park was open for play as of Wednesday, August 23, 2023. An engagement session was held on September 15, 2023. Update October 2, 2024: At the September 9, 2024 Council Meeting, Council approved the naming of the facility as "Creekside Courts". A grand opening ceremony was held on September 25, 2024 and the project will come to a close once the remainder of the signage and amenities are installed. |
Kin Park Trail Network Connections |
Several new areas within Kin Park have been paved, connecting the new playground and the new multi-use sports courts to the existing trail network.
Update July 18, 2024: Amenities such as bike racks, benches and tables have recently been received. Installation of these amenities should take place within the next two weeks.

Memorial Arena Building Upgrades: HVAC |
The Memorial Arena is receiving a few updates internally, including the BAS HVAC units for heating and cooling the building.
Update July 18, 2024: The HVAC project is progressing relatively smoothly; next steps include installing screw pile foundations for the new air handling unit on the south exterior of the arena. Council has recently approved the addition of direct digital control (DDC) system updates, which are required to finalize this project.

Memorial Arena Pad Replacement |
The Memorial Arena is now closed for the season and the Memorial Arena Pad Replacement is underway.
Update July 18, 2024: All demolition activities on the slab are complete, and the contractor has heat floor loops installed and pressure tested. The sand base has been graded and insulation installed. The dasher board layout has been reviewed, and the next steps include chilled floor installation and reconnecting the ice plants. This project is approximately three weeks behind schedule, so the contractor has increased their crew to include a cross shift to help prevent further delays.
To ensure all ice users have the ability to start their season on time without any hiccups, ice will be installed at the Ovintiv Events Centre. This will provide the crew with enough time to finish this project, as well as to complete Phase 2 of the HVAC system update, repairs and maintenance of the ice plant, and staff training.
October 2, 2024: The pad replacement project is progressing smoothly. The first draw down of the ice plant, which is the cooling process, has begun. Next steps include ice making, cleaning, and dashboard installation. |
Mile 0 Park Society: Pump Track |
The Mile 0 Park Society is a leaseholder of the City-owned land located at Rotary Recreation Park and the Walter Wright Pioneer Village. In August, the society broke ground on an exciting new project: an All Wheels Pump Track. The project includes three different tracks for different skill levels and is part of the society’s plan to revive the Rotary Recreation Park where Rotary Lake was once housed. The lake was a community hub that existed for many generations until 2017 when the lake closed due to the inability to obtain the right to continue operating as a lake from the Northern Health Authority. It is anticipated that the pump track will be ready for use in summer of 2025. |
Visitor Information Centre: Museum Ramp & Concrete Path Replacement |
Crews replaced the paving stone path outside of the Visitor Information Centre through August and September. The accessible ramp leading into the centre entrance is anticipated to be budgeted for 2025. |
8 Street Storm Crossing Replacement Between Traffic Circle and Rail |
The contract for this project was awarded in Fall 2023; however, work was delayed until 2024 with the return of warmer temperatures. Minor work was done in this area to minimize risk until spring of 2024.
Update July 18, 2024: The contractor has completed the pipe replacement, the road and sidewalk repairs, and the landscaping for the culvert crossing replacement near the railroad tracks at 100B Avenue. The next steps for this project include some sidewalk upgrades near the rail crossing upon successful coordination with CN Rail for rail flaggers.

96 Avenue from 8 Street to 13 Street Road Rebuild with Storm, Sewer and Water Upgrades |
The rebuild of 96 Avenue from 8 Street to 13 Street is underway.
Update July 18, 2024: The road surface has been removed on 96 Avenue. Crews are working to replace underground water and sewer utilities before work begins on road base reconstruction. Waterworks changes are complete, and sanitary manhole updates are complete. Storm main upgrades are about 50% complete and sanitary relining remains for the deep utility work.
Update October 2, 2024: Curb, gutter, and sidewalk was installed early September and paving was completed late September. While the road is now open for traffic, the completion of this project is anticipated for October 15, 2024. |
100B Avenue Road Reconstruction |
The design for this project is nearing completion, and the tender is expected to go out in late July. |
112 Avenue from 7 Street to 8 Street Road Rebuild with Water and Drainage Upgrades |
This project is now underway as of June 2024. This project requires a new right of way for water mains along the north flank of the Dawson Creek Safeway.
Update July 18, 2024: The contractor began work on this project on July 8, 2024. The road between Safeway and the Dawson Creek Mall on 112 Avenue has been milled and the Contractor is removing road base for reconstruction. The road is being prepared for asphalt pavement.
Update October 2, 2024: Waterworks and storm works on the 112 Avenue project from 7 Street to 8 Street were complete in August. The road base work is nearly complete, and the community can expect to see curb, gutter, and paving coming throughout the next few weeks. |
Downtown Traffic Lights |
WhatWe are working with contractors to replace the downtown traffic lights that are currently located at 102 Avenue and 103 Avenue on 10 Street. The lights have been in need of some care and attention for some time now, and we are excited to see this project on the roster for the summer of 2024. Crews plans to close one intersection at a time this summer, working around local events. WhenStarting June 17, 2024 crews will be onsite getting this project underway. The expected project length is six weeks.
WhereCrews will start with the Northwest corner of 10 Street and 103 Avenue. Lane closures will be in place and traffic control will be on site to mitigate traffic issues in the downtown core.
Scope
Update July 18, 2024: This project is underway and four traffic light poles at the 10 Street and 103 Avenue intersection have been replaced. 10 Street and 102 Avenue will be affected in the coming weeks as the work moves to this area next. Crews work closely with downtown business owners to ensure the impact is limited as much as possible. The traffic lights at 10 Street and 103 Avenue have been energized and will be in operation soon.
Update October 2, 2024: The traffic lights at 10 Street and 103 Avenue, as well as the ones at 10 Street and 102 Avenue, have been energized and are in operation. Crews have finished installing the curb and new, accessible letdowns at each corner. There are a few more small areas to be cleaned up surrounding the corners and then this project will be considered complete. |
Parkhill Transmission Main Water Line |
Update July 18, 2024: Crews have completed the highway crossings and CN Rail bore crossing required for the Parkhill Transmission Main Water Line. They are now working from Highway 49 southeast to 7th Street to complete the project. 103 Avenue just east of 7 Street is closed for work during this project to complete the looping in of old infrastructure. The anticipated completion date of this project is August 2024.
Update October 2, 2024: This project has been completed with some minor deficiencies remaining to be finished. |
Sanitary Trunk Main Flushing |
Flushing of the Sanitary Trunk Main across the City was completed in August. Flushing the main is necessary for regularly upkeep and maintenance of the line. After the flushing, the pipe is cctv’d with a camera to identify any problems areas or issue of concern for future addressing. |
