Council directed staff to draft a letter to the Ministry of Transportation discussing the safety concerns that the community has about pedestrians crossing safely at the 8 Street and 114-115 Avenue crosswalk across from the Northern Lights College.
Council directed staff to look into creating a policy that will outline fees for organizations that are wishing to camp on City property, particularly behind the South Peace Community Multiplex. Council also directed staff to create the policy with consideration towards charging $500 and feeding the money received into Tourism.
Council approved the request for a resolution of support for a grant towards the Main Street Revitalization Planning Program.
A letter requesting to improve bus stop infrastructure in the community was received for information, which means that Council will not be taking any action at this time.
Council reviewed the final list of organizations applying for the Permissive Tax Exemption. The detailed report can be found here.
Council discussed the use of a Fire Department Structure Protection Unit and whether or not it is an asset the City should consider putting into Draft 1 of the 2024 Capital Budget. Council declined adding funding for a Structure Protection unit into the 2024 budget because they recognize that BC Wildfire has these units available if needed.
Staff informed Council that the current paid-on-call firefighters in the department are outfitted with expired gear, which is unable to be used in hazardous situations. Council directed staff to add new paid-on-call firefighter Personal Protective Equipment (PPE), as well as pagers for those staff, to the 2024 Capital Budget. Staff will also submit an application to the UBCM Community Emergency Preparedness Fund for this capital expense.
Bylaw No. 4569, 2023 Zoning Amendment was adopted. The adopted text changes the definition of an Emergency Shelter in the Zoning Bylaw to ensure that the location of emergency shelters are approved by means of a Temporary Use Permit.
