DAWSON CREEK, BC – The City of Dawson Creek is looking to adjust its fees and charges to reflect an 8.59% increase, in line with the British Columbia Consumer Price Index (CPI) variance for the four-year period ending December 31, 2024. Report No. 24-123 2024 Consumer Price Index Review was presented to Council to outline the CPI variance results and provide direction for the development of the 2025-2028 Fees and Charges Bylaw.
Following Council’s direction in accordance with the CPI Policy, City Staff will implement the 8.59% increase across all contracts, agreements, and related fees effective January 1, 2025 once the Fees and Charges Bylaw No. 3932 is adopted. This adjustment, alongside an additional annual 2% increase from 2025 through 2028, ensures the City’s fees reflect current economic conditions and support sustainable municipal services. The combined impact of the two rate adjustments in 2025 is an increase of 10.76%.
It should be noted that this increase will not affect Schedule H within the Fees and Charges Bylaw No. 3932, which covers Community Services such as arena and pool rates. These rates were updated in May 2024, with some fees reduced to support the goal of establishing a universal pass for all City recreational facilities. This approach maintains accessible options for residents while aligning with Dawson Creek's broader vision for equitable, community-focused services.
"The City has been subsidizing certain services due to rising costs, which ultimately impacts Dawson Creek residents," said the Chief Financial Officer. "This adjustment helps balance financial sustainability with fair access to City services."
The revised Fees and Charges Bylaw will be presented for the first three readings at the Regular Council Meeting on November 18, 2024, and be presented for adoption at the December 16, 2024 meeting.
