Animal Control Service Changes

At the May 11, 2026 Council Meeting, Council approved ending the City’s service agreement with the BC SPCA for municipal animal control services, effective December 1, 2026.

Animal control services through the BC SPCA will continue as normal until November 30, 2026. No immediate changes to service are occurring.

Council made this decision following a multi-year review of service delivery and financial sustainability. The cost of maintaining the service has increased over time, and alternative delivery options, including in-house service delivery, were reviewed but were not determined to be viable.

Until November 30, 2026:

  • Municipal animal control services continue through the BC SPCA service agreement
  • Residents continue to report animal-related concerns as they do today
  • Pet licensing and the DocuPet HomeSafe Program remain active

Effective December 1, 2026

  • The City will no longer provide municipal animal control services, including:
  • Animal noise complaints
  • Stray animal enforcement or pickup
  • Non-emergency animal bite response
  • Excessive animal complaints
  • General animal control service requests

After the service agreement ends on November 30, 2026, the City will continue to respond to deceased animals on City property through Public Works.

Contact Public Works:

  • Animal welfare concerns (injured, neglected, abandoned animals): BC SPCA
  • Immediate danger / aggressive animal situations: Call 911 (RCMP or emergency services)
  • Wildlife concerns: Provincial wildlife authorities
  • Dead animals on City property: City Public Works

Pet Licensing

Pet licences purchased through the City (via DocuPet) remain valid until November 30, 2026. The DocuPet HomeSafe Program can continue to be used until that date.

After that date:

  • Pet licensing will no longer be required within Dawson Creek city limits
  • The DocuPet HomeSafe Program will be discontinued

BC SPCA Services

The BC SPCA will continue to operate independently across British Columbia and provides:

  • Animal cruelty investigations
  • Animal rescue and emergency response
  • Shelter and adoption services
  • Veterinary care and rehabilitation
  • Humane education and outreach programs

The City’s agreement with the BC SPCA is what is ending — not the SPCA’s operations
