Capital Projects

The City of Dawson Creek has two different budget streams: Capital Budget and Operating Budget. The Capital Budget covers Capital Projects which contribute to the growth and sustainability of Dawson Creek, while the Operating Budget covers day-to-day costs of maintaining the city.

Current Projects

Upcoming projects or projects underway will be listed below as information becomes available.  

Drainage, Paving, Sewer and Water

This project includes adding a layer of gravel and paving 1 Street from 116 Avenue to Highway 2, which is currently a gravel road. The road sees a lot of heavy truck and industrial traffic. Right now, the surface needs maintenance at least twice a month. Paving will reduce upkeep and free up city crews for other tasks.
Update August 25, 2025: The tender for the project has been awarded and construction will begin in the coming weeks; paving is scheduled for mid September.

The 100B Avenue Road Reconstruction from 8 Street to Wilson Road was requested through Council by a group of local businesses. The reconstruction of this stretch of road from 8 Street to Wilson Road is now underway.

Update August 25, 2025: Complications from the sewer pipelining have delayed the project. Crews are aiming for project completion this fall.

The 110 Avenue Reconstruction project is needed in order to improve accessibility within the City. The deterioration of the pavement on this road, as well as the lack of sidewalk has deemed it a project high on the list for reconstructing.  This is an all-inclusive project which includes elements of various roadworks including: concrete, sanitary sewer, water, storm sewer, restoration and more.

August 25, 2025: Milling was completed on August 20, 2025. In the next few weeks, the road will be cored to prepare for rebuilding. New water lines will also be added during this project to help improve water flow in the city's system.

The 95  Avenue Reconstruction project is needed in order to improve accessibility within the City.  The deterioration of the pavement on this road, as well as the lack of sidewalk has deemed it a project high on the list for reconstructing.  This is an all-inclusive project which includes elements of roadworks, concrete, sanitary sewer, water works, storm sewer, restoration and more.

August 25, 2025: This project is on schedule to finish by the end of fall. Streetlight infrastructure is currently being installed. Crews are also rebuilding the road base to get ready for new curbs and gutters.

This is the first phase of a multi-year project that aims to maintain the integrity of the Arena buildings (Curling/Memorial/Kin). 

This project will see a storm system replacement in the arenas parking lot, installation of more storm drains (catchbasins), a connection for the system to 13 Street and an upsizing of the main. 

Update August 25, 2025: The construction tender has been awarded to and work is scheduled to begin in the coming weeks. Arena parking lots will remain open, and access to the arenas will be maintained throughout the duration of the project.

This project addresses a failing storm main in Barbaree Park, located east of 15th Street, near the Dog Park and north of Dawson Creek. A large drainage ditch will be constructed in the open area of the park; however, it is not expected to impact the disc golf course or require relocation of any holes. As part of the project, the area will be extensively landscaped, transitioning Barbaree Park from a large mowed field to a more naturalized space. This will reduce annual maintenance and reroute the existing trail around the new ditch, as a bridge is not feasible due to cost.
Update August 25, 2025: Environmental permits are in place and work has begun. 

Updates will be available once this project is underway.

This project will replace the existing aeration lines with a new fine-bubble distribution system, improving the efficiency and performance of the aerobic treatment ponds. Upgrading this critical infrastructure is key to maintaining the City’s wastewater treatment capacity and supporting the health and growth of the community.
Update August 25, 2025: The Lagoon Aeration Lines Replacement Project is set to begin in late August and will continue through mid-October. The project is not expected to cause any disruption to regular services or impact the environment during its duration.

The City's wastewater permit is aging and a Liquid Waste Management Plan is required in order to obtain a new one. Phase 1 of this project involves the implementation process - forming committees and conducting engagement.

Update August 25, 2025: Committees are being formed for the first phase of engagement on this project.

During the recent work in the Memorial Arena, the access area behind the arena experienced an increase in traffic load resulting in damage to the pavement.  This project will rebuild the paved area to the current road structure standards.

Update August 25, 2025: This project is nearing completion and the area will be paved soon.

A water line connecting the Mile 0 Park Misting Pad to water service was in disrepair. This project will repair the water line leading to the pad so the park is able to operate the misting pad. 

Update August 25, 2025: The water line is now repaired and the misting pad is open for play.

This project will see a consultant physically driving and assessing the roads and streets of the City with a vehicle equipped with many highly technical instruments.  The resulting report will provide prioritized roads to focus on based on a number of factors including road type, condition, age, driveability and estimated remaining life.  With this report staff will be able to confidently plan the next 10 years of capital roads projects while tying in replacements and upgrades of other systems in the City such as drainage, water, sewer, streetlighting and active transportation networks.

Update August 25, 2025: The assessment is complete. Staff expect to see a draft report at the end of September in time to inform the Draft 1 Budget for 2026. 

The main purpose of patching is to fix localized damage such as potholes, cracks, and other surface deformations caused by traffic, weather conditions, and wear over time.  Proper patching helps extend the road’s life and maintain safe driving conditions.

Update August 25, 2025: Council recently reallocated $250,000 more to the patching program in order to complete additional areas this year.

 

 

The sewer trunk main will be replaced on 110 Avenue from 13 Street to 8 Street this year. The objective of this project is to replace an aged and deteriorated sewer trunk main which takes the majority of the sewer flow in the City and transmits it to the Main Lift Station.  This project would look to increase capacity at the same time, taking into affect climate mitigation and adaptation design elements to ensure that the new main will continue to serve the community well in capacity for many decades after completion.

 

Update August 25, 2025: The project is ahead of schedule and estimated completion is early October.

The Child Care Task Force surveyed the area to determine the approximate length of current waitlists for childcare. City Staff will be working to secure a provider, secure an architect for the design and move this project forward. 

Update August 25, 2025: A partnership was formalized with YMCA BC. The team is currently looking to commission a master consultant architect to design the facility. 

Update August 25, 2025: Both the tourismdawsoncreek.com and dawsoncreekeventscentre.com websites are in the final stages of design. Completion is scheduled for Fall 2025.

Update August 25, 2025: The banners designs were completed earlier this summer and majority of the banners have been hung, with a few minor maintenance items to follow.

Update August 25, 2025: The project has reached substantial completion, meaning the washroom is now usable and accessible. A few minor accessibility measures are still be completed.

Update August 25, 2025: Construction is scheduled to begin in October, and will mainly affect the main floor of City Hall.

Update August 25, 2025: The planning phase will begin in Fall 2025, with construction to follow in 2026/2027.

Update August 25, 2025: Shutdown began August 16, 2025 and work is now underway. The pool will reopen October 11, 2025.

The Mile 0 Park Society is a leaseholder of the City-owned land located at Rotary Recreation Park and the Walter Wright Pioneer Village. In August, the society broke ground on an exciting new project: an All Wheels Pump Track. The project includes three different tracks for different skill levels and is part of the society’s plan to revive the Rotary Recreation Park where Rotary Lake was once housed. The lake was a community hub that existed for many generations until 2017 when the lake closed due to the inability to obtain the right to continue operating as a lake from the Northern Health Authority.  It is anticipated that the pump track will be ready for use in summer of 2025.

Update August 25, 2025: The final construction phase is underway. On schedule for completion and aiming to open early September.

Update August 25, 2025: The summary presentation of the Phase 1 Council Engagement session will be coming to a Council Meeting agenda in the next few months. 

Update August 25, 2025: The project at the arena has reached substantial completion and is open to the public. Minor items are still be completed, including signage.

Update August 25, 2025: The painting, decking and concrete pad in front of Sudeten Hall has been completed. The pea gravel under the old playground in the Rotary Recreation Park was removed and engineered wood fibre chips were added in. An accessible path down to the misting pad will be installed Fall 2025.

Update August 25, 2025: Lighting will be completed Fall 2025. The walking track level carpet is complete in the upper lobby.

Update August 25, 2025: The 16 Street and Harry Morrow Playgrounds are currently being installed. Further landscaping and signage at these sites will come in 2026/2027. Playground structure removals at various sites are underway.

Update August 25, 2025: Phase 1 will include installing solar lighting Art Gallery, 116 Water Sales, City Stores Office/Parks Building.

Engagement on potential designs for a splash park were done last June 2024. In January 2025, Council approved the use of the Growing communities Fund to cover the construction of a splash park. Read more at www.dawsoncreek.ca/splashpark. This project is currently in the design phase and will go out for a Request for Proposals later this year.

Update August 25, 2025: This project is in the procurement phase - out for tender to secure a splash park designer. The designer will then design the park and submit a permit to Northern Health for the build.

Sidewalks/Active Transportation

Update August 25, 2025: The improvements are currently underway at 13 Street and 108 Avenue, and 13 Street and McKeller Avenue. 

Update August 25, 2025: The tender was awarded and construction will begin August 25, 2025. 

Update August 25, 2025: This program is still in the design phase.

Update August 25, 2025: The new Active Transportation Plan is now complete. View the plan at www.dawsoncreek.ca/transportation. 

New street lighting and trees will be 10 Street to the bridge, 102 Avenue from 12 to 13 Street, and 103 Avenue from 11 Street to the 102 Ave fork in the road. Old trees were removed from the downtown sidewalks last year and new trees will go in.

Update August 25, 2025: Majority of the trees have been planted downtown. Staking and mulching will be completed Fall 2025, along with streetlights.

Completed Projects

Facilities & Parks

  • Airport Control Tower HVAC: A new HVAC unit was installed in the Airport Control Tower.
  • Cairn Sign Replacement: In late winter of 2023, the Alaska Highway Cairn Sign located at the traffic circle was removed for refurbishment. The sign received some necessary upgrades to ensure that it will last well in to the future. The upgraded sign was reinstalled in it's original location at the traffic circle on the far northeast corner of the NAR Park parking lot in April 2024. 
  • Calvin Kruk Centre for the Arts HVAC: The HVAC system in the Calvin Kruk Centre for the Arts was nearing failure and required a full replacement. The project began in August, and the units have been installed. The drywall and T-bar repairs finalized through September. This will improve the overall heating and cooling of this large City asset.
  • Dawson Creek Art Gallery Entrance Upgrade: This project began as a design to improve accessibility when entering the Dawson Creek Art Gallery. The vestibule was updated, along with the roofing and the installation of new windows and doors which greatly improved the entrance. The project was completed in November 2024.
  • Decorative Rock Replacement: 

    The decorative rocks around the leisure pool and swirl pool were in poor shape at the Kenn Borek Aquatic Centre (KBAC). Many of them were disintegrating and in need of repair. The project was completed during the 2024 Annual Maintenance Shutdown.

  • Kin Arena Sports Flooring: 

    Sports flooring for the Kin Arena was purchased and was installed summer of 2024 for testing. At the September 9 Meeting, Council approved the temporary testing of the Kin Arena as a "fieldhouse" with sports flooring installed for a one-year trail period. The Kin Arena will house the sport flooring which can accommodate several sports including volleyball, basketball, pickleball, badminton, futsal and more. The second ice surface, in addition to the Memorial Arena, will be the Ovintiv Events Centre (OEC). This is line with Council’s Strategic Priorities and their intention to give the OEC a heavier community-based focus. 

     

    The sport flooring is specifically de­signed for court sports rather than stick sports. It includes the

    following sport lines:

    • Three volleyball courts

    • Eight pickleball courts

    • One basketball court

    • Eight badminton courts

    • Two futsal (indoor soccer) courts

  • Kin Park Accessible Playground: Contractors broke ground at the Kin Park playground site in September 2023 and 90% of the playground equipment was installed before the winter season. In 2024, contractors installed additional equipment, an accessible rubber matting surface, and paved new trail networks connecting the playground to the greater trail system. This playground opened to the public on Monday, June 10, 2024.
  • Kin Park Multi-Use Courts - Creekside Courts: The new multi-use outdoor court facility in Kin Park was open for play as of Wednesday, August 23, 2023. An engagement session was held on September 15, 2023. At the September 9, 2024 Council Meeting, Council approved the naming of the facility as "Creekside Courts". A grand opening ceremony was held on September 25, 2024 and the project is now complete.
  • Kin Park Trail Network Connections: Several new areas within Kin Park have been paved, connecting the new playground and the new multi-use sports courts to the existing trail network. Amenities such as bike racks, benches and tables were installed throughout the south side of Kin Park.
  • Memorial Arena HVAC: The Memorial Arena received a few updates internally, including the BAS HVAC units for heating and cooling the building. 
  • Memorial Arena Pad Replacement: The Memorial Arena Pad underneath the ice was replaced in summer of 2024. Heat floor loops were installed and pressure tested, dasher boards were replaced, and repairs and maintenance were performed on the ice plant. 
  • Rotary Park Playground Upgrade: Contractors broke ground at the Rotary Park playground site in September 2023 and 90% of the playground equipment was installed before the 2023/2024 winter season. By July 2024, the playground construction and landscaping was complete. The new playground was opened for play as of July 15, 2024.

Road Works, Streetlights and Utilities

  • 109 Avenue from 15 Street to 17 Street: Paving of 109 Avenue from 15 Street to 17 Street, including underground utility work, was completed in summer of 2024 and this project is now complete.

  • Camarlo Subdivision Phase 3 Road Rebuild, Drainage Upgrades and Streetlights: The third phase of the Camarlo Subdivision paving project, which included water and sewer upgrades, started in May 2024. The project moved along quickly and the road in the Camarlo Subdivision has now been paved, with landscaping and hydroseeding completed.Downtown Traffic Lights: Staff worked with contractors to replace the downtown traffic lights located at 102 Avenue and 103 Avenue on 10 Street. The lights were in need of some care and attention for some time, and Staff were excited to see this project on the roster for the summer of 2024. The project included:

    • Traffic light pole replacements
    • New accessible ramps
    • Bricks removed, new brushed concrete surface at corners
  • Parkhill Transmission Main Water Line: Crews completed the highway crossings and CN Rail bore crossing required for the Parkhill Transmission Main Water Line. This project was completed in October 2024. 
  • Sanitary Trunk Main Flushing: Flushing of the Sanitary Trunk Main across the City was completed in August. Flushing the main is necessary for regularly upkeep and maintenance of the line. After the flushing, the pipe is cctv’d with a camera to identify any problems areas or issue of concern for future addressing.
