City Projects

The City of Dawson Creek has two different budget streams: Capital Budget and Operating Budget. The Capital Budget covers Capital Projects which contribute to the growth and sustainability of Dawson Creek, while the Operating Budget covers day-to-day costs of maintaining the city.

The 100B Avenue Road Reconstruction from 8 Street to Wilson Road was requested through Council by a group of local businesses. The reconstruction of this stretch of road from 8 Street to Wilson Road is now underway.

Update August 25, 2025: Complications from the sewer pipelining have delayed the project. Crews are aiming for project completion this fall.

Update January 17, 2026: Finalization of this project will be addressed in spring/summer 2026.

This project addresses a failing storm main in Barbaree Park, located east of 15th Street, near the Dog Park and north of Dawson Creek. A large drainage ditch will be constructed in the open area of the park; however, it is not expected to impact the disc golf course or require relocation of any holes. As part of the project, the area will be extensively landscaped, transitioning Barbaree Park from a large mowed field to a more naturalized space. This will reduce annual maintenance and reroute the existing trail around the new ditch, as a bridge is not feasible due to cost.
Update August 25, 2025: Environmental permits are in place and work has begun. 
Update October 22, 2025: Due to this project occurring in Barbaree Park, the section of the Dawson Trail that runs through the park has been removed and is currently closed. The path is estimated to be open for the winter months; however, may not be paved until next year’s paving season.

This project aims to upgrade the fixed network water meter reading infrastructure, providing water meter data in a more efficient way.

The City's wastewater permit is aging and a Liquid Waste Management Plan is required in order to obtain a new one. Phase 1 of this project involves the implementation process - forming committees and conducting engagement.

Facilities, Media and Technology

The Dawson Creek Regional Airport has two projects on the Capital list for 2026: 

  • Airport Terminal East Wall Overhang Remediation
  • Runway Concrete Repairs

We are applying for BC Air Access Program (BCAAP) funding for one of these projects, as well as an additional equipment purchase:

  1. Runway and Apron Concrete Repair and Line Painting Project: A large section on the threshold of Runway 25 and the Apron is pitted and damaged and the pavement is missing in some sections. The Runway, Taxiway and Apron line painting is faded due to weather and from sweeping snow and contaminates off these areas. These repairs are necessary to comply with Transport Canada's standards and are important for the safety of airlines, medevac, the BC Wildfire Services and general aviation users.

  2. De-icing Truck: The airport has been leasing a de-icing truck from Edmonton at a considerable annual cost. This de-icing truck is also nearing the end of its life and has proven unreliable when it was needed last winter. A new de-icing truck will ensure that airplanes landing at the airport can be cleared of ice before their onward journey, ensuring the safety of passengers and crew.

Update August 25, 2025: Construction is scheduled to begin in October, and will mainly affect the main floor of City Hall.
Update October 22, 2025: Construction on the main floor of City Hall began early October and will continue over the next few months. The project includes the restructuring of the front desk/lobby to improve security measures, as well as streamline the customer service process. During construction, customers are being redirected to the lower level for utilities, taxes and other payments. Customers seeking Bylaw, Building or Planning help will still be assisted on the main level.

This project is contingent on Council’s decision regarding the future use of the Kin Arena ice surface as a field house/sports floor following the trial period. A report seeking Council’s direction will be presented at a future meeting.

If the Kin Arena is reverted back to an ice facility, the 2026 capital dollars would remain, but be reallocated to support ice-related upgrades, including rubber flooring, gas detection, and other upgrades.

Facilities & Parks

  • Airport Control Tower HVAC: A new HVAC unit was installed in the Airport Control Tower.
  • Cairn Sign Replacement: In late winter of 2023, the Alaska Highway Cairn Sign located at the traffic circle was removed for refurbishment. The sign received some necessary upgrades to ensure that it will last well in to the future. The upgraded sign was reinstalled in it's original location at the traffic circle on the far northeast corner of the NAR Park parking lot in April 2024. 
  • Calvin Kruk Centre for the Arts HVAC: The HVAC system in the Calvin Kruk Centre for the Arts was nearing failure and required a full replacement. The project began in August, and the units have been installed. The drywall and T-bar repairs finalized through September. This will improve the overall heating and cooling of this large City asset.
  • Dawson Creek Art Gallery Entrance Upgrade: This project began as a design to improve accessibility when entering the Dawson Creek Art Gallery. The vestibule was updated, along with the roofing and the installation of new windows and doors which greatly improved the entrance. The project was completed in November 2024.
  • Decorative Rock Replacement: 

    The decorative rocks around the leisure pool and swirl pool were in poor shape at the Kenn Borek Aquatic Centre (KBAC). Many of them were disintegrating and in need of repair. The project was completed during the 2024 Annual Maintenance Shutdown.

  • Kin Arena Sports Flooring: 

    Sports flooring for the Kin Arena was purchased and was installed summer of 2024 for testing. At the September 9 Meeting, Council approved the temporary testing of the Kin Arena as a "fieldhouse" with sports flooring installed for a one-year trail period. The Kin Arena will house the sport flooring which can accommodate several sports including volleyball, basketball, pickleball, badminton, futsal and more. The second ice surface, in addition to the Memorial Arena, will be the Ovintiv Events Centre (OEC). This is line with Council’s Strategic Priorities and their intention to give the OEC a heavier community-based focus. 

     

    The sport flooring is specifically de­signed for court sports rather than stick sports. It includes the

    following sport lines:

    • Three volleyball courts

    • Eight pickleball courts

    • One basketball court

    • Eight badminton courts

    • Two futsal (indoor soccer) courts

  • Kin Park Accessible Playground: Contractors broke ground at the Kin Park playground site in September 2023 and 90% of the playground equipment was installed before the winter season. In 2024, contractors installed additional equipment, an accessible rubber matting surface, and paved new trail networks connecting the playground to the greater trail system. This playground opened to the public on Monday, June 10, 2024.
  • Kin Park Multi-Use Courts - Creekside Courts: The new multi-use outdoor court facility in Kin Park was open for play as of Wednesday, August 23, 2023. An engagement session was held on September 15, 2023. At the September 9, 2024 Council Meeting, Council approved the naming of the facility as "Creekside Courts". A grand opening ceremony was held on September 25, 2024 and the project is now complete.
  • Kin Park Trail Network Connections: Several new areas within Kin Park have been paved, connecting the new playground and the new multi-use sports courts to the existing trail network. Amenities such as bike racks, benches and tables were installed throughout the south side of Kin Park.
  • Memorial Arena HVAC: The Memorial Arena received a few updates internally, including the BAS HVAC units for heating and cooling the building. 
  • Memorial Arena Pad Replacement: The Memorial Arena Pad underneath the ice was replaced in summer of 2024. Heat floor loops were installed and pressure tested, dasher boards were replaced, and repairs and maintenance were performed on the ice plant. 
  • Rotary Park Playground Upgrade: Contractors broke ground at the Rotary Park playground site in September 2023 and 90% of the playground equipment was installed before the 2023/2024 winter season. By July 2024, the playground construction and landscaping was complete. The new playground was opened for play as of July 15, 2024.

Road Works, Streetlights and Utilities

  • 109 Avenue from 15 Street to 17 Street: Paving of 109 Avenue from 15 Street to 17 Street, including underground utility work, was completed in summer of 2024 and this project is now complete.

  • Camarlo Subdivision Phase 3 Road Rebuild, Drainage Upgrades and Streetlights: The third phase of the Camarlo Subdivision paving project, which included water and sewer upgrades, started in May 2024. The project moved along quickly and the road in the Camarlo Subdivision has now been paved, with landscaping and hydroseeding completed.Downtown Traffic Lights: Staff worked with contractors to replace the downtown traffic lights located at 102 Avenue and 103 Avenue on 10 Street. The lights were in need of some care and attention for some time, and Staff were excited to see this project on the roster for the summer of 2024. The project included:

    • Traffic light pole replacements
    • New accessible ramps
    • Bricks removed, new brushed concrete surface at corners
  • Parkhill Transmission Main Water Line: Crews completed the highway crossings and CN Rail bore crossing required for the Parkhill Transmission Main Water Line. This project was completed in October 2024. 
  • Sanitary Trunk Main Flushing: Flushing of the Sanitary Trunk Main across the City was completed in August. Flushing the main is necessary for regularly upkeep and maintenance of the line. After the flushing, the pipe is cctv’d with a camera to identify any problems areas or issue of concern for future addressing.
