Read below about some of the key highlights and decisions made by the City of Dawson Creek Council at the October 5, 2026 Council Meeting.
NLC Student Recreation Fee Program
Council heard a presentation from Northern Lights College about a proposed partnership that would give students greater access to City recreation facilities and programs. The goal is to support student wellness, increase use of City recreation services, and help students feel more connected to the community.
Council directed Staff to work with Northern Lights College to explore a mutually beneficial program. The full presentation is available online.
98th BC Youth Parliament
Council received a request for support from the BC Youth Parliament, a leadership program that helps youth develop skills in public speaking, civic engagement, and leadership.
Council approved a $600 sponsorship from the Grant Budget to support a local student attending the 98th Youth Parliamentary Session in Victoria from December 27-31, 2026.
Request for City Support – 2027 Canada Winter Games U18 Curling Trials
Council received a request from the Dawson Creek Curling Club for support to host the 2027 Canada Winter Games U18 Curling Trials. The event is expected to bring athletes, coaches, families, and visitors to Dawson Creek while supporting youth sport and providing economic benefits to the community.
Council approved a $3,500 grant, with funding shared equally between the City's Grant Budget and Economic Development Budget.

Policy Amendment – Asset Management
Council approved amendments to the City’s Asset Management Policy, which helps plan and save for the repair and replacement of roads, utilities, facilities, and other public infrastructure.
The policy formalizes Council’s commitment to directing revenue from an additional 1% annual property tax increase into the Asset Management Reserve Fund. This approach helps the City plan for future infrastructure needs, reduce financial risk, and lessen costs for future taxpayers.
The amended policy will now be available for a 30-day public review period before final adoption. The full policy can be viewed online.
Tourism Dawson Creek: Brand Redevelopment
Council reviewed the new Tourism Dawson Creek brand, developed through research, community engagement, and market analysis. The refreshed brand is designed to better showcase Dawson Creek as a destination and create a consistent look and message across tourism marketing, events, and visitor services.
A strong tourism brand helps attract visitors, support local businesses, and strengthen the local economy. The full brand presentation is available online.
RFP 2026-33 Consultant Services – Economic Development and Investment Lead: Award of Contract
Council awarded the contract for the City’s Economic Development and Investment Lead to Unify Partners. The position will help advance Council’s economic development priorities by supporting business attraction, investment opportunities, partnership development, and economic growth initiatives.
This project has been under development since late 2025. Council reviewed service delivery options in December 2025 and approved funding for the position as part of the 2026 budget process in January 2026. Following a competitive procurement process, Unify Partners was selected to deliver the service on the City’s behalf.

Bylaws Adopted
Nuisance Abatement Cost Recovery Bylaw No. 4632, 2026 Council adopted a new bylaw that allows the City to recover costs incurred when addressing nuisance, health, or safety concerns on private property when voluntary compliance is not achieved. The bylaw helps ensure these costs are borne by property owners rather than taxpayers. View this new bylaw in the report online.
2027 Permissive Tax Exemption Bylaw No. 4645, 2026: Council adopted the 2027 Permissive Tax Exemption Bylaw, providing property tax exemptions for eligible non-profit organizations, places of worship, and community-serving organizations. These exemptions help support organizations that provide valuable services and programs in Dawson Creek. View this bylaw in the report online.
OCP Amendment (26-02) Bylaw No. 4642, 2026: Council adopted amendments to the Official Community Plan and Zoning Bylaw to support a proposed development. The approval updates the property's land use designation and zoning, allowing the project to move forward. View the bylaw amendments in the report online.
