Grandview Neighbourhood Concept Plan

At the July 15, 2024 Council Meeting, Council directed Staff to conduct a Neighbourhood Concept Plan of the site at 1100 95 Avenue that previously housed the Grandview School and the Kiwanis Performing Arts Centre. The Grandview Neighbourhood Concept Plan will be a long-range planning document that will guide Council in making a decision about what to do with this empty site. 

Staff will be working alongside the residents of Dawson Creek through public engagement in order to create a collective vision for how the site should look and feel in the future, with a focus on creating a vibrant, sustainable and inclusive community space that reflects the needs and aspirations of the residents.

Phase 1: Envision

Staff worked alongside consultants to kick-off the project and perform background research. The project team developed a plan, including an open house, an online survey, and other potential engagement connection points.

Phase 2: Engage

The first round of engagement activities for this proposed project include:

  • Round 1 Engagement: An open house on November 25, 2024 from 6:00pm to 8:30pm at École Frank Ross Elementary School, 1000 92 Ave, Dawson Creek. An online survey followed the open house for residents who were unable to attend the in-person engagement session.

Phase 3 and 4: Create, Review and Refine

The first draft of the plan was presented to Council at the May 20, 2025 Council Meeting. The next phase round engagement includes a survey so residents can provide their feedback on the draft plan. The survey is now closed since Friday, June 27, 2025 at 4:30 PM.

Project Timeline

The expected project timeline is as follows:

  • October 2024: Project kick-off and background research
  • October to December 2024: First round of public engagement with Dawson Creek residents, including an open house and an online survey
  • January to February 2025: Create the first draft of the Neighbourhood Concept Plan
  • March 2025: Review the first draft and refine it for a second round of public engagement - We are here!
  • April to May 2025: Present the final Neighbourhood Concept plan to Council
