Council Meeting Highlights - July 27, 2026

Read below about some of the key highlights and decisions made by the City of Dawson Creek Council at the July 27, 2026 Council Meeting.

Future Operations of the BC SPCA South Peace Community Animal Centre in DC

Council received a letter from the BC SPCA regarding the future of the BC SPCA South Peace Community Animal Centre in Dawson Creek. The letter provides information about the services the BC SPCA will no longer provide once the current agreement with the City ends on December 1, 2026. View the full letter from the BC SPCA online.

City Hall Asbestos Abatement & Renovations

Council considered Report No. 26-084 Invitation to Tender 2026-37 for City Hall Renovations. The report outlined the City Hall Asbestos Abatement and Renovation project, as well as the capital projects that would need to be removed from the 2026 project list to help cover the cost.

Council approved removing the following projects from the 2026 Capital Project list:

  • Lakota Viewing Stand
  • City banners
  • Child care design and concept
  • Public Art Policy
  • Leoppky Park Trail Plan from 17th Street to 3rd Street
  • 111th Avenue sidewalk from 15th Street to 17th Street
  • Street lighting upgrade
  • RCMP HVAC
  • South Peace Community Multiplex ice plant

Council also approved moving forward with the Airport Brand and Website project and chose to cancel the Public Art Policy art funding for 2026 in its place.

Dawson Creek Splash Park – Design Assist & Construction Services Update

Council considered Report No. 26-136 regarding the results of construction cost estimates for the Dawson Creek Splash Park. Following a review of updated cost estimates, Council learned that the Splash Park project is expected to cost more than the current approved budget.

To help reduce costs while keeping the project moving forward, Council directed staff to proceed with an open public Request for Proposals (RFP) process to encourage competitive bidding and achieve the best value for taxpayers. Council also supported applications for up to $1.3 million in external grant funding through the Northern Development Initiative Trust and PacifiCan's Build Communities Strong Fund to help reduce the City's share of the project costs. If successful, construction is anticipated to begin in 2027.

Bylaws Adopted

Council adopted the following bylaws:

  • Municipal Ticket Information System Amendment Bylaw No. 4628, 2026, as outlined in Report No. 26-142.
  • Bylaw Notice Enforcement Amendment Bylaw No. 4629, 2026, as outlined in Report No. 26-143.
