Animal Control Service Changes

At the May 11, 2026 Council Meeting, Council approved ending the City’s service agreement with the BC SPCA for municipal animal control services, effective December 1, 2026.

Animal control services through the BC SPCA will continue as normal until November 30, 2026. No immediate changes to service are occurring.

Council made this decision following a multi-year review of service delivery and financial sustainability. The cost of maintaining the service has increased over time, and alternative delivery options, including in-house service delivery, were reviewed but were not determined to be viable.

Pet Licensing

Pet licensing through the City (via DocuPet) remains in place until November 30, 2026.

After that date:

  • Pet licensing will no longer be required within Dawson Creek city limits
  • The DocuPet HomeSafe Program will be discontinued

BC SPCA Services

The BC SPCA will continue to operate independently across British Columbia and provides:

  • Animal cruelty investigations
  • Animal rescue and emergency response
  • Shelter and adoption services
  • Veterinary care and rehabilitation
  • Humane education and outreach programs

The City’s agreement with the BC SPCA is what is ending — not the SPCA’s operations
